E471 can be made from plant oil or animal fat, including pork. The number alone does not tell you which, so it needs checking per product.
E471 stands for mono- and diglycerides of fatty acids, the most widely used emulsifier in the food industry. Its job is to hold fat and water together, which is why it appears in bread, ice cream, margarine, cakes, chocolate, coffee whiteners and thousands of other products.
It is manufactured by reacting glycerol with fatty acids. Both inputs can come from plants or from animals, and that is the entire halal question — the finished molecule is identical either way, so a laboratory test on the ingredient does not always reveal the origin.

Plant sources dominate globally, largely because palm oil is cheaper than tallow at industrial scale. That makes E471 more often halal than not — but "usually" is not "always", and this is a product where the exception genuinely occurs.
An ingredient list that says "emulsifier (E471)" gives you no origin information. Different jurisdictions handle this differently:
A halal certification mark means the certifier has traced the emulsifier. A vegan claim means there is no animal input at all. A "suitable for vegetarians" claim rules out pork and tallow, since neither is vegetarian.
Without one of those three, the only way to be certain is to ask the manufacturer, and consumer services departments will usually answer a direct question about the origin of a specific emulsifier.
Where the fatty acid comes from pork, the emulsifier is impermissible on the mainstream view. Where it comes from non-zabiha beef, the position depends on whether you accept istihala — the argument that chemical transformation changes the ruling of a substance. Producing a mono- or diglyceride involves genuine chemical change, so a minority of scholars treat the result as a new substance regardless of origin. The majority position among contemporary councils does not accept that for this class of ingredient.
The same reasoning applies to a family of related emulsifiers, and if E471 concerns you, these are the ones to watch alongside it: E472a–f (esters of mono- and diglycerides), E470 (fatty acid salts), E473, E474 and E475. All can be plant or animal in origin. By contrast E476 is castor-oil derived and E322 lecithin is almost always soy, so both are far less likely to be an issue.
